The NICOA provided guidance in cases involving multiple hijackings and associated offences at para [36] outlining that the appropriate sentencing range is between 8 - 15 years’ imprisonment. Guidance in respect of prosecutorial obligations in DPP references was also outlined at paras [44] – [53].

DPP Reference – sentences of four years and six months and three years and two months respectively – whether sentences unduly lenient – hijacking – attempted hijacking – dangerous driving - driving whilst disqualified – over 50 victims or eyewitnesses to the crime spree - sentences imposed were unduly lenient - leave granted - sentences of nine years and eight years imprisonment imposed respectively
